Burkhard Wehner skizziert in diesem essential ein Regelwerk, das Burgern die groesstmoegliche friedliche Selbstbestimmung uber Staatszugehoerigkeiten und Staatsgrenzen verschaffen wurde. Staaten koennen Zwangsgemeinschaften sein, und in vielen Landern wurden Teile der Bevoelkerung lieber einem anderen, neu zu grundenden oder bestehenden Staat angehoeren. Sie streben somit also nach Sezession. In der Regel werden Sezessionen aber verwehrt oder an schwer ertragliche Bedingungen geknupft. Dies hat immer wieder schleichende und akute Staatskrisen zur Folge und kann in Gewaltkonflikte bis hin zu Kriegen und Burgerkriegen munden. Bislang haben Staatengemeinschaften keine konsistenten Regeln fur den Umgang mit ungewollten Staatszugehoerigkeiten entwickelt und sich daher im Umgang mit sezessionistischen Bestrebungen in tiefe Widerspruche verstrickt. Um diese zu uberwinden, bedarf es eines friedenspolitischen Paradigmenwechsels.
